Perhaps I misinterpretted the <a href="http://drupal.org/node/12202" rel="nofollow">4.6 Roadmap</a> which links to <a href="http://civicspacelabs.org/developers/proposals/theme/implementation" rel="nofollow">CivicSpace Labs</a>' document which describes a way of letting users select themes for sections of the site. The Sections.module is more of an admin tool, but CivicLabs' description sounds more end-userish... Hm.
